Six Blind Puppies Reportedly Stuffed in Bag and Abandoned Deserve Justice

Goal: Support strengthening laws against abandonment of pet animals.

Thanks to two Pennsylvania police officers, half a dozen defenseless puppies were reportedly saved from a bleak fate. The officers pulled up behind a vehicle where the driver was seemingly preparing to throw a bag off an embankment. When cries and squeals were reportedly heard coming from the bag, the officers intervened and found the young pups (who were also blind) inside. These animals (along with their parents) have since been removed from the driver’s residence, and the driver has been held on suspicion of animal cruelty.

Tragically, countless pets are abandoned every year in America. Many end up on roadsides, in fields, in public spaces of all types, and eventually dead. If a caretaker has not made arrangements to rehome a pet or give the animal to a shelter, then that person could be charged with animal abandonment in almost all states. But some states apparently take this insidious offense more seriously than others, levying felony charges and potential prison sentences. Pennsylvania, where the aforementioned alleged incident took place, is not one of those states. Individuals found guilty of this crime only have to pay a fine, usually for as little as $300.

Dear Speaker McClinton,

When six blind puppies found in an enclosed bag were rescued from alleged abandonment by police officers, they were the lucky ones. Far too many abandoned animals are left defenseless on roadsides and in other harsh environments for which they have no preparation. Abandonment is an offense as cruel and often deadly as any traditional act of animal cruelty.

Pennsylvania, however, seemingly has a different view. Under sections 459-601 of the state’s animal cruelty statute, abandonment is defined as an offense only punishable by “a fine of not less than $300 and not more than $1,000.” Are these numbers the price tags for a living being?

In neighboring states, the penalties for abandonment reflect the gravity of the offense: felony charges and actual jail time. Please show your constituents that Pennsylvania takes all forms of animal cruelty seriously. Amend the law to enact tougher penalties and to set a standard that could save innocent lives.

    Those ill-born bastards knew what they were doing, so why should they’d be – when applicable – fined only $300 for their crimes and not jailed them?
    Why are the laws not the same throughout the US if the crime is the same?

    Shocking to hear that PA has such an insulting, pointless and utterly useless law. Please get legislators to articulate strict abandonment and other cruelty laws, fund enforcement and tracking…and, legislate punishments that act as true deterrents. JAIL, public service, fines AND forbidding ownership of animals is the only way. Thank God for police officers willing to take action and thank God it included confiscating the other animals in the home.

  3. How is it that six puppies were blind? That alone is suspicious. This person should be investigated, fined, jailed,and never permitted to have animals again. This is not a responsible pet owner. There should be a database for animal abusers.

      BREEDING!! When a dog or cat is not perfect for adoption they get thrown out like trash. Kill shelters. Thrown away to die. Etc.

  4. If PA isn’t helping protect those who can not protect themselves, PA isn’t helping at all. We have laws which need to be enforced. Some states are standing up to include stronger laws but PA obviously isn’t one of them. What if these puppies were your kids? Think it couldn’t happen? Think again.
    People such as this person go on to become child abusers, rapists, and more. This was not a case of mental stress or insanity. It is a case of preference (wanting the blind puppies dead) and ease 9easier to do this than explain or run into problems). There are options but to attempt such harm is not one of them. PA is contributing to the crime of abuse. By allowing this person to go free is absurd. They will just do this again, or worse.

    If all the puppies were from the SAME litter and ALL were born blind, then it MUST be due to reckless backyard in-breeding. I also wonder if the owner would dispose of his own children or his grandparents in such a cruel and vile manner, if they went blind? I hope HE goes blind one day – it will teach him a good and proper lesson.

    While I am a staunch conservative, politically, when it comes to animals and horrific animal abuse, I am anything but! Backyard breeding must STOP. If someone is convicted of abusing or killing an animal, the punishment should be swift and harsh. Mandatory psych counseling (AT THEIR EXPENSE!!), lifetime prohibitions for animal ownership, or care, and JAIL TIME! These innocent, sentient beings aren’t inanimate objects–they’re living, breathing, suffering life. No matter the life, all feel pain! Throw this piece of sewer scum in prison and forget him!

  15. This is everything that is wrong with the US, there are no laws to protect animals from cruelty and neglect and no consequences for animal abuse. These law makers need to get their head out their a—and work out that domestic violence perpetrators start abusing animals then progress to humans..this horrendous cycle of abuse will never end whilst law enforcement and animal control hand out paltry fines or worse turn a blind eye yo the suffering

  18. How is it only ‘suspicion of’ when a police officer caught him doing it. There is no wonder that I sign two or three of these animal abuse petitions every day when the people get away with this shit. What is a small fine to them?
