32 Dogs Allegedly Left Starving in Filthy Cages: Demand Justice

Target: Cătălin Predoiu, Minister of Internal Affairs, Bucharest, Romania

Goal: Pursue all lawful penalties if the evidence supports allegations that dozens of dogs were confined in filthy cages without adequate food or sanitation, causing prolonged suffering and life-threatening neglect.

Authorities launched a large-scale criminal investigation after animal protection organizations and Romanian National Police officers executed a search warrant at a residential property suspected of operating an illegal breeding facility. According to official reports, investigators entered the premises and discovered dozens of dogs living in conditions they considered profoundly neglectful.

Thirty-two dogs were reportedly found confined inside unventilated cages layered with accumulated biological waste and lacking adequate access to clean food. Many of the animals allegedly displayed advanced signs of starvation, and several were near death when officers entered the property. Veterinary personnel removed the surviving dogs and transferred them to public shelters after a court granted permanent protective custody. The suspect was detained and formally charged with operating the facility under those conditions, and has since been released under conditional pretrial supervision. No court has determined criminal liability and no criminal sentence has been imposed.

If the evidence establishes that the suspect confined companion animals in conditions causing prolonged starvation, severe environmental neglect, and preventable suffering, meaningful accountability would be appropriate. Dogs depend entirely upon responsible human care for food, shelter, and medical attention. Strong enforcement of Romania’s animal welfare laws remains essential to deter similar conduct and protect vulnerable animals.

PETITION LETTER:

Dear Minister Predoiu,

Authorities executed a lawful search warrant before removing dozens of dogs from an alleged illegal breeding operation. Officers say they found that many of the dogs had endured prolonged starvation while confined in unsanitary, unventilated cages containing accumulated waste, and that the charged suspect was responsible for those conditions. Those allegations remain subject to judicial determination and should be evaluated through due process and careful review of the available evidence.

Please ensure that this investigation receives every available investigative and prosecutorial resource and that, if the evidence ultimately supports the allegations, all lawful penalties are pursued. If investigators establish that the suspect subjected these dogs to prolonged and preventable suffering through severe neglect, appropriate accountability should follow under Romanian law.

Sincerely,
