Target: Rachel Romano, Prosecuting Attorney of Harrison County, West Virginia
Goal: Seek the maximum lawful sentence, mandated counseling, restitution, and a lifetime ban on animal ownership for the individual who allegedly taunted dogs and reportedly slashed a dog with a knife.
Authorities reviewed a video that appears to show a person yelling at dogs near a fence, inviting an encounter, and swinging a knife while shouting threats. Moments later, the dogs approached and one apparently bit the individual. Afterward, investigators reportedly observed a pit bull with three fresh, deep cuts to the face that appeared consistent with knife slashes and recovered a folding knife with fresh blood nearby. Police say the person admitted to instigating the dogs immediately before being bitten.
According to officials, this confrontation began with deliberate provocation. The reported sequence includes taunting, brandishing a blade, and approaching confined animals which then reacted. The dog, described by police as having distinct facial lacerations, was secured and evaluated. The video and physical evidence, as described by law enforcement, apparently link the injuries to human actions rather than an accident.
Animal cruelty laws exist to deter precisely this pattern of escalation that starts with provocation and ends with suffering. A firm response protects community safety and animal welfare. Appropriate punishment, court-ordered counseling, and a no-contact order with animals reduce the risk of future harm. This petition urges the Prosecuting Attorney to pursue the strongest charges supported by evidence, seek a lifetime animal-ownership ban, and request restitution for veterinary care.
PETITION LETTER:
Prosecutor Romano,
Reports indicate a disturbing incident in which an individual taunted dogs, shouted threats, and swung a knife before a bite occurred. Investigators reportedly found a pit bull with three fresh facial lacerations consistent with a blade, and recovered an open folding knife bearing fresh blood on the suspect’s porch. Video evidence appears to capture the provocation and brandishing that preceded the injuries.
These facts, if proven, reflect calculated escalation rather than a spontaneous encounter. The dog reportedly suffered visible wounds that required care. Such conduct demands a response that deters repeat harm and affirms that cruelty will not be minimized as a mere dispute.
We respectfully urge your office to pursue the maximum lawful sentence supported by the evidence. Please seek a lifetime ban on animal ownership, mandated counseling and anger-management, and restitution for veterinary expenses. A strong outcome protects animals, reinforces community safety, and upholds the purpose of West Virginia’s cruelty statutes.
Sincerely,
