Dog Allegedly Died From Boarding Neglect: Strengthen Accountability

Target: Glenn “GT” Thompson, Chairman, US House Committee on Agriculture

Goal: Advance enforceable civil accountability for proven commercial pet-care neglect after a dog allegedly died while entrusted to a boarding facility.

Families leave a dog at a boarding facility expecting to bring that companion home. Dunkin, a dog, allegedly died from neglect while in commercial care. The allegation gives urgency to a basic question: what meaningful consequences should follow when a business entrusted with an animal is proved responsible for preventable suffering or death?

A proposal known as Dunkin’s Law has prompted calls for stronger federal protections for dogs and cats. Supporters seek recognition of their capacity to suffer and an effective civil remedy when commercial caregivers are found liable. Liability for Dunkin’s alleged neglect must be established through evidence.

Animals need standards that reach beyond a business’s promises. Families need a workable route to accountability when evidence establishes a breach of care. Urge congressional action on clear, enforceable protections and meaningful civil consequences for proven neglect in boarding, grooming, and other covered pet-care services.

PETITION LETTER:

Dear Chairman Thompson,

Please use your committee leadership to examine and advance protections for companion animals in commercial custody. The allegation that Dunkin, a dog, died from boarding neglect deserves careful attention, alongside the broader question of how families can establish responsibility when a caregiver allegedly fails an animal. An animal’s suffering should matter to Congress.

Convene testimony from veterinary professionals, affected families, enforcement officials, and responsible providers. Develop duties concerning food, water, safe housing, emergency treatment, and timely notification of owners. Define which businesses are covered and how claims must be proved. Provide effective civil remedies and access to the courts without presuming that every injury or death establishes wrongdoing. Legislation should distinguish unavoidable medical outcomes from failures of care supported by evidence.

We ask you to move a concrete accountability measure through the committee process and advocate for its enactment. Include meaningful financial consequences for established violations and safeguards against repeated proven neglect. Civil remedies should complement appropriate enforcement of existing cruelty laws. Please make the promise of safe care something families can enforce, while ensuring fair procedures and keeping animal welfare central.

Sincerely,
