End the Cruelty: Ban Outdoor Dog Chaining

Target: Roy Cooper, Governor of North Carolina

Goal: Ensure Governor Roy Cooper enacts comprehensive statewide legislation to ban the cruel practice of chaining or confining dogs outdoors in all weather conditions.

In North Carolina, dogs endure severe neglect and cruelty, chained or confined outdoors in extreme weather without adequate shelter, food, or water. PETA’s Community Animal Project fieldworkers frequently encounter such cases, providing necessary aid and urging owners to allow their dogs to live indoors or be adopted by more compassionate families. Unfortunately, the state’s existing laws are inadequate, leaving these animals vulnerable to suffering from heatstroke, hypothermia, starvation, and more.

At least 65 municipalities in North Carolina have implemented measures to ban or restrict 24/7 dog tethering, including Raleigh, Chapel Hill, Burlington, and Asheville. However, these piecemeal regulations are insufficient. A strong, comprehensive statewide law is essential to protect dogs from this form of neglect and cruelty. The law must mandate proper shelter, access to clean water, and appropriate food for all dogs, effectively banning the continuous chaining or caging of dogs outdoors.

Daphna Nachminovitch, senior vice president of cruelty investigations for PETA, emphasizes the urgent need for robust legislation to prevent such inhumane treatment of dogs and ensure that those responsible for such neglect face significant consequences. Take immediate action.

PETITION LETTER:

Dear Governor Roy Cooper,

I am writing to express my deep concern regarding the pervasive issue of dogs being cruelly chained or confined outdoors in North Carolina. Many dogs suffer tremendously, exposed to extreme weather without adequate shelter, food, or water. This neglect leads to severe health issues and even death from heatstroke, hypothermia, starvation, and other causes.

Despite some municipalities implementing measures to ban or restrict 24/7 dog tethering, these efforts are insufficient. A comprehensive statewide law is urgently needed to protect these vulnerable animals. Such legislation should mandate proper shelter, access to clean water, and appropriate food for all dogs, effectively banning the continuous chaining or caging of dogs outdoors.

I urge you to take immediate action to ensure that North Carolina enacts strong, effective laws to prevent the cruel treatment of dogs. Doing so can provide these animals with the protection and care they deserve.

Sincerely,

[Your Name Here]

  1. Please don’t continue to allow stupid idiots to chain up their dogs outside. Why? It’s as hot as hell in the summer and freezing cold in the winter. Most of the time people of this nature don’t feed their animals or remember water. People are ignorant. Yet they know right from wrong. They wouldn’t want to be chained up out side so why do it to your animals. If you can’t care for them give them to a shelter. Better yet, don’t get animals if you are going to leave them alone outside. You would not want to be in their position so why create such a horrible life style for animals and then lie and say you care. You do not care!
