Horses Allegedly Tortured for Sexual Abuse Videos: Pursue Maximum Penalties

Target: Armands Ruks, Chief of the State Police, Latvia

Goal: Pursue the strongest appropriate penalties if allegations that horses and other animals were deliberately tortured and sexually exploited for obscene material are proven.

More than ten horses, a dog, and a cat were discovered at a rural equestrian property during a police operation. Authorities allege that animals at the property had been subjected to prolonged physical torture and systematic abuse. Investigators also reportedly uncovered digital evidence linking the operation to an international network distributing obscene material depicting sexual acts involving animals.

Four individuals have been identified as suspects: two Latvian citizens, one Russian citizen, and a dual Danish-Swiss national. Authorities also seized more than €4,000 in cash allegedly connected to the operation. The four suspects have not been convicted in this case, and their alleged involvement in animal torture, sexual exploitation, or distribution of obscene material must be established through evidence and lawful proceedings.

The animals have been permanently confiscated and transferred to a secure sanctuary for intensive medical care. Pretrial restrictions also prohibit the four suspects from handling or participating in activities involving live animals. Those protective measures matter, but they do not resolve the allegations. Authorities should thoroughly investigate the suspected international network and pursue the strongest appropriate penalties against anyone whose criminal responsibility is ultimately proven.

PETITION LETTER:

Dear Chief Ruks,

More than ten horses, a dog, and a cat were discovered during a police operation at a rural equestrian property. Authorities allege that animals there had endured prolonged, deliberate torture and systematic physical abuse. Investigators also reportedly found digital evidence connecting the operation to an international network distributing obscene media depicting sexual acts involving animals.

Four people have been identified as suspects, but they have not been convicted in this case. Their alleged responsibility must therefore be determined through a fair legal process. The animals have been confiscated and moved to safety, and the suspects are currently prohibited from handling live animals.

Please ensure that investigators pursue every viable evidentiary lead, including evidence concerning the suspected international distribution network. If the allegations of systematic torture, sexual exploitation, and related criminal activity are proven, pursue the strongest appropriate penalties available against each person found responsible. The severity of the alleged suffering demands a thorough investigation and consequences proportionate to any crimes established in court.

Sincerely,
