Pets Allegedly Found Decomposing and Partially Consumed: Pursue Serious Penalties

Target: Bruce Bartlett, State Attorney, Sixth Judicial Circuit, Florida

Goal: Seek serious penalties upon conviction for alleged neglect involving decomposing, partially consumed pets and animals confined without food or water.

A dog and a cat were reportedly found dead and partially consumed inside a home. The alleged scene included decomposing remains and accumulated animal waste. For the animals dependent on that household, the allegations raise devastating questions about when basic care stopped and whether help could have come sooner.

An arrest affidavit describes animals confined without food, water, or a way out. The household initially contained eight dogs, two to four cats, and a bird. Caitlyn Marie Mingle faces an aggravated animal cruelty charge. Causes of death remain to be established.

The living animals need sustained care; the dead deserve an investigation that establishes what happened to them. Sign to call for prosecution of supported offenses, serious punishment upon conviction, and enforceable safeguards against further proven neglect.

PETITION LETTER:

Dear State Attorney Bartlett,

We ask you to pursue the animal cruelty case against Caitlyn Marie Mingle with the gravity the allegations warrant. Reports of decomposing, partially consumed animals alongside deprivation of food and water demand careful examination. Please establish each animal’s circumstances and the responsibilities of the person entrusted with its care.

Veterinary findings should determine causes of death where possible and explain the significance of the reported remains. Examine the duration of any deprivation, opportunities to obtain assistance, and evidence concerning care for surviving animals. A prosecution grounded in reliable findings will give those animals a stronger claim to justice than speculation ever could.

If the charge is proved, request a substantial sentence reflecting the severity and duration of established suffering. Seek legally available animal possession restrictions where justified, and coordinate with caregivers so survivors can recover in appropriate homes. We urge you to treat every documented injury and death as consequential. Meaningful accountability should recognize the lives at stake and address any demonstrated danger to other animals.

Sincerely,
