Video footage of the incident circulated widely online, sparking public outrage and prompting an animal welfare group to offer a reward for information leading to the individual’s identification and apprehension. As of the time of this petition, the accused has not been arrested.
The circumstances of this case are particularly disturbing: a community animal, known and cared for by local residents, was allegedly targeted in a public space and subjected to a single act of violence so severe it proved fatal. The fact that the alleged perpetrator has not been apprehended despite the existence of video evidence and public identification efforts represents an urgent failure that must be addressed.
The Philippines’ Animal Welfare Act of 1998 criminalises the maltreatment of animals. The Makati City Prosecutor’s Office must pursue this case urgently, coordinate with law enforcement to locate the accused, and file the strongest available charges.

Dear City Prosecutor Venturanza,
We are writing to urge your office to pursue the strongest available charges against the person allegedly shown in widely circulated video footage kicking a community cat in Makati City with sufficient force to cause fatal internal injuries, including damage to the animal’s liver and gallbladder. As of the time of this petition, the accused has not been arrested, despite the existence of footage and public identification efforts.
The alleged act described in this case is not minor. A community cat was allegedly struck with deliberate and extreme force, causing internal organ damage that proved fatal. The Philippines’ Animal Welfare Act of 1998 exists precisely to hold individuals accountable for this kind of violence against animals.
