Twenty-Four Dogs Allegedly Crammed Into Dangerous Vehicle: Pursue Full Prosecution

Goal: Fully prosecute allegations that 24 dogs, including newborn puppies, were transported in dangerous, unsanitary conditions without adequate ventilation or climate control.

Twenty-four dogs, including several vulnerable newborn puppies, were allegedly discovered inside a parked vehicle after authorities responded to reports of a powerful foul odor and animals in distress. Officers reportedly documented cramped, unsanitary conditions and inadequate ventilation or climate control. The dogs were removed and transferred for emergency veterinary care, where they required treatment for dehydration and parasites.

Dana Michelle Hutchison and Dawn Kathleen Biggs were arrested in connection with the case. Both face animal-cruelty and unsafe-transport charges, while Hutchison also faces a charge of resisting an officer without violence. Authorities allege that the women were responsible for transporting the animals under hazardous conditions. Neither defendant has been convicted, and those allegations must be proven in court.

Investigators are also trying to determine where the dogs came from and whether the vehicle was connected to an illegal breeding or interstate animal-trafficking operation. Veterinary records, ownership documents, communications, financial transactions, breeding records, and transportation history should all be examined.
