Surprise, its Pennsylvania again! Please Mr Neugebauer, take this seriously and offer a full and severe punishment, it’s on film, there is no doubt the two are guilty and that this was deliberate. They need to pay for the vet, they should be fined too, some jail and mandated mental evaluation might teach them a lesson, though I have doubts about that – you’ll see these two again I’m sure.
