A young Golden Retriever mix was discovered trapped inside a sealed underground concrete utility vault at an active residential construction site. Heavy machinery operators arriving for their morning shift found the dog at the bottom of the three-meter-deep pit. Veterinary examination confirmed that industrial duct tape had been tightly wrapped around the animal’s snout and paws.
The dog survived but suffered severe dehydration and soft-tissue swelling caused by the restrictive tape. No suspect has been identified, and there are no known eyewitnesses. The construction site reportedly lacked functioning overnight security cameras, while surrounding open fields provided few immediate investigative leads. Physical and digital evidence may still reveal what happened.
Investigators are examining the duct tape and checking lost-pet registries to establish the dog’s ownership. Dashboard-camera footage from vehicles traveling along the neighboring road between midnight and dawn could also provide a crucial lead. Vietnamese law requires humane treatment of domestic animals and prohibits beating or maltreatment. Current regulations provide administrative penalties for such conduct.
