Stop 10 Million Animals From Dying of Abuse Every Year

Target: Mike Johnson, Speaker of the U.S. House

Goal: Enact stronger penalties for individuals and organizations involved in animal abuse, to prevent suffering and exploitation.

Animal abuse is on the rise, including in states like Connecticut, which has seen a staggering 37% increase in cases over the last two years. Lawmakers have pointed out that up to ten million animals suffer and die annually in the United States due to abuse. This alarming trend not only highlights the cruelty faced by animals but also suggests a deeper link to violence against humans, as evidence shows that approximately 70% of animal abusers go on to commit domestic abuse. The time has come for decisive action to hold accountable those who perpetrate these heinous acts of cruelty against vulnerable beings.

There are disturbing practices occurring in relation to animal care, including negligent feeding and abandonment. While some cases may stem from unintentional neglect due to economic hardships, many instances involve intentional cruelty and exploitation by breeders, dealers, and even pet owners who fail to meet basic standards of decency. The suffering inflicted on these innocent beings is inexcusable, and public agencies need stronger enforcement tools to address all forms of animal abuse and neglect effectively.

The proposed Better CARE for Animals Act aims to empower the Department of Justice to prosecute violations of the Animal Welfare Act, reinforcing the necessity for disciplinary measures against those exhibiting cruel behavior toward animals. It is essential for Congress to prioritize the passage of this legislation to ensure a future where animals are treated with the compassion and respect they deserve.

PETITION LETTER:

Dear Speaker Johnson,

Ten million animals succumb to abuse annually across the United States, which highlights a broader societal issue that cannot be ignored. It has been established that a significant percentage of those who abuse animals also engage in domestic violence, pointing to a dangerous cycle of cruelty that must be broken. Immediate intervention is required to protect these vulnerable creatures and to prevent further violence against humans.

The Better CARE for Animals Act offers a crucial opportunity to enhance enforcement of existing animal welfare laws by equipping the Department of Justice with the necessary authority to take action against offenders. Neglectful and abusive behaviors are often linked with profit-driven motives, such as those seen in subpar breeding operations and inadequate research facilities. Therefore, it is essential to implement stricter penalties that deter individuals and organizations from exploiting animals for personal gain.

We urge Congress to prioritize the passing of the Better CARE for Animals Act to bring justice to abused animals and to prevent ongoing neglect and maltreatment. This legislative change is necessary to honor our responsibility toward those who cannot speak for themselves, ensuring that all forms of abuse are met with appropriate consequences.

Sincerely,
