Cats Allegedly Left Starving in Vacant Flat: Demand Maximum Penalties

Target: Tan Kiat How, Senior Minister of State, Ministry of National Development, Singapore

Goal: Pursue maximum legal penalties against the individuals charged in connection with allegedly abandoning dozens of cats inside a vacant apartment without adequate food or water.

A horrifying case came to light after authorities say they discovered 71 cats confined inside a vacant apartment for nearly two years. Officials allege that they found nine cats dead before rescuers could intervene, while surviving animals were living without sufficient food or water in conditions described as severely unsanitary and psychologically traumatic. Many of the rescued cats reportedly showed signs of extreme emaciation, fear, and prolonged suffering.

The two accused individuals were formally charged with multiple counts related to failure in their duty of care toward the animals. Rescue organizations involved in the operation say they found surviving cats in urgent need of veterinary treatment and behavioral rehabilitation. The sheer number of affected animals, combined with the reported duration of confinement and deprivation, intensified public concern surrounding the case.

If proven in court, the conduct described in the charges would represent one of the most severe reported cases of feline abandonment and hoarding in recent Singapore history. Strong legal action is necessary not only to ensure accountability for any confirmed neglect but also to reinforce the importance of early intervention in large-scale animal welfare cases involving abandoned properties and dependent animals.

PETITION LETTER:

Dear Minister Tan,

Authorities have reported a disturbing case involving dozens of cats confined inside a vacant apartment without sufficient food or water for an extended period. Nine cats died before rescuers intervened, while surviving animals were found in severely weakened condition, according to reports.

The accused individuals now face multiple charges tied to alleged failure in their duty of care toward the animals. If proven, the conduct described in the case would represent prolonged neglect causing immense suffering to vulnerable animals unable to escape confinement.

We urge your office to support the strongest possible legal action under applicable animal welfare laws. Meaningful penalties and stronger oversight measures are necessary to help prevent similar cases in the future.

Sincerely,

[Your Name Here]
