Cat Apparently Filmed Being Dragged by the Neck and Yowling in Pain Deserves Justice

Target: Anwar Ibrahim, Prime Minister of Malaysia

Goal: Prosecute man accused of dragging an exhausted cat along the ground by the neck.

An alarming video has surfaced in Kuala Lumpur, Malaysia, allegedly showing a man dragging and mistreating a cat at a condominium on Old Klang Road. The footage, shared widely on social media, seems to depict the man pulling a gray cat by a rope tied around its neck. The cat appears visibly distressed, struggling to escape and yowling in pain. At one point, the cat apparently collapses, leaving a trail of urine, indicating extreme suffering.

The incident has sparked widespread condemnation from animal welfare organizations and the public. The Malaysia Animal Association has called for swift action, offering a reward for information leading to the arrest and prosecution of the suspect. Authorities have since arrested a 43-year-old man in connection with the incident. He is being investigated under Section 428 of the Penal Code for mischief by killing or maiming an animal, which carries a prison sentence of up to three years, a fine, or both.

Such cruelty toward animals is unacceptable and violates Malaysia’s animal welfare laws, including the Animal Welfare Act 2015. Send a strong message that animal abuse will not be tolerated.

PETITION LETTER:

Dear PM Anwar Ibrahim,

I am writing to express my deep concern regarding the recent incident in Kuala Lumpur where a man was allegedly filmed brutally abusing a cat at a condominium on Old Klang Road. The video, widely circulated on social media, appears to show the cat in extreme distress as a rope around its neck drags it. Such cruelty toward an innocent animal is both heartbreaking and unacceptable.

Animal abuse not only causes immense suffering to the creatures involved but also reflects a disregard for the laws designed to protect them. The Animal Welfare Act 2015 provides for penalties against such acts, and these laws must be enforced to their full extent.

I urge you to thoroughly investigate this incident and prosecute the individual responsible to the fullest extent of the law. By taking decisive action, you will send a clear message that animal cruelty is a serious offense that will not be tolerated in Malaysia. This will also help deter future incidents and promote a more compassionate society.

Sincerely,

[Your Name Here]
