Justice for Horses Allegedly Left Starving Until They Chewed Fences

Target: Monique Worrell, State Attorney, Ninth Judicial Circuit, Florida

Goal: Ensure that any individual found responsible for failing to provide adequate food and water to horses faces appropriate legal consequences.

Authorities advanced an animal welfare investigation after deputies executed a search warrant at a pasture property following concerns regarding livestock conditions. According to publicly reported information, investigators discovered more than a dozen horses in barren enclosures and began examining whether the animals may have lacked adequate food and access to clean water.

Reports indicate that several horses showed conditions consistent with severe emaciation, including visible protrusion of ribs, spines and pelvic bones. Investigators also documented observations suggesting that some animals may have chewed wooden fencing, reportedly consistent with extreme hunger. Veterinary teams provided emergency care and implemented nutritional support measures for the affected animals.

This matter remains in the investigative and pre-trial stage and no court has determined liability. However, if the allegations are substantiated through lawful proceedings, meaningful accountability and stronger enforcement measures should follow to discourage future alleged neglect.

PETITION LETTER:

Dear State Attorney Worrell,

Authorities are investigating allegations that multiple horses may have been kept under conditions that failed to provide adequate nutrition and access to water. Publicly reported information suggests that several animals may have experienced serious physical decline before intervention occurred.

Investigators continue reviewing veterinary findings and collecting evidence to determine whether charges are appropriate and who may bear responsibility. Veterinary personnel provided stabilization and nutritional treatment to the animals following their removal.

We respectfully urge your office to ensure a thorough review of the evidence and, if supported by admissible evidence and legal findings, pursue strong lawful action against any individual ultimately found responsible. Please also support continued efforts to strengthen protections for animals in agricultural settings and discourage future neglect.

Sincerely,
