Justice for 35 Animals Allegedly Confined in Hazardous Conditions

Target: Oscar Ugarte, Sheriff, El Paso County, Texas

Goal: Pursue all lawful penalties if evidence supports allegations that dozens of animals were kept in severely unsanitary conditions without adequate ventilation or reliable access to clean water.

Authorities launched a large-scale animal welfare operation after executing a search at a residential property during an active investigation. According to official reports, responding personnel discovered thirty-five animals, including dogs, cats and pigs, living in conditions authorities described as hazardous and severely unsanitary.

Investigators alleged that the animals may have been confined in crowded areas containing extensive accumulations of urine and feces. Authorities further reported concerns regarding limited ventilation and insufficient access to clean water. Following an on-site evaluation, officers arrested a resident and filed criminal charges alleging animal cruelty. The animals were removed and transferred to veterinary and shelter personnel for medical evaluation, hydration and rehabilitation. The accused has not stood trial and no judicial findings or penalties have been issued.

However, if evidence establishes that dependent animals were housed in conditions that caused avoidable suffering or serious neglect, meaningful accountability would be appropriate. Domestic animals depend entirely on human care and welfare laws exist to protect them from preventable harm. Continued investigation and appropriate enforcement remain essential.
