Goal: Support more severe punishments for aggravated animal cruelty cases.
When shelter animals are adopted, this occasion is supposed to mark a happy new beginning. For Florida dog Dexter, his adoption began a nightmare that ended with his grisly death. This ForceChange petition documented Dexter’s harrowing case and the legal battle that would follow to secure justice for him. When a judge granted bond to the man convicted of brutally ending Dexter’s life – thus allowing the convicted abuser to remain free during his appeals process – it seemed justice had been averted. But this shelter dog’s legacy would not be denied.
Following the appeal, the conviction and subsequent sentence of Domingo Rodriguez for aggravated cruelty to animals and improper disposal of an animal carcass will stand. Rodriguez will return to jail to serve his sentence. More consequentially, Dexter inspired a bill that strengthens punishments for the most heinous aggravated cruelty offenses and that establishes an animal abuser database so other innocent animals may be protected from abuse, torture, and exploitation. In turn, Florida also beefed up its laws against animal neglect and abandonment.

The sadistic killing and decapitation of shelter dog Dexter became a watershed moment for Florida’s animal cruelty laws. Because of the vigilance demonstrated by Pinellas County officials in securing a conviction against Domingo Rodriguez and because of the strong case presented, this man will now serve the sentence handed down to him. And because of this haunting case, would-be abusers now know that in Florida if they harm another innocent living being, they will face the consequences.
