Mother Dog and Her Newborn Puppies Reportedly Burned Alive in the Street: Demand Justice

Target: Wang Xiaohong, Minister of Public Security, Beijing, China

Goal: Support a full and fair investigation and, if the evidence supports the allegations, meaningful legal accountability for the deaths of a stray mother dog and her two-week-old puppies — while advancing stronger protections for companion animals nationwide.

A stray mother dog known to her neighborhood as “Wang Wang” and her two-week-old puppies are reportedly dead, and the images that surfaced afterward have shocked animal lovers far beyond China’s borders.

Video footage that circulated widely on social media appears to show several minors striking the mother dog with sticks as she cried out in pain, then pouring a flammable liquid over her and her litter before setting them on fire. The mother dog was later found dead beside the remains of her puppies. Authorities identified four boys under the age of 14, and placed them in specialized education facilities — a disposition available under Chinese law for offenders too young for criminal prosecution. Because mainland China has no comprehensive nationwide anti-cruelty law for companion animals, advocates say the legal system currently lacks a clear mechanism to address conduct of this severity, whatever the evidence ultimately shows.

The children’s ages do not lessen the horror this case has provoked. If the video evidence holds up, this case underscores the urgent need for a national companion-animal protection law — one that gives authorities real tools to respond when animals are tortured and killed, and to deter it from happening again.

PETITION LETTER:

Dear Minister Wang,

According to publicly available information, a stray mother dog and her puppies were subjected to shocking cruelty before they died from their injuries. The specific allegations against the identified minors remain subject to review under China’s juvenile justice process and should be evaluated using all available evidence, including the circulated video footage. At the same time, this case has exposed a real gap: current law does not appear to give authorities adequate tools to respond to extreme animal cruelty or to prevent it from happening again.

Please ensure every lawful measure available is applied to this case, and support the creation of a national law that allows authorities to respond effectively to severe animal cruelty. No defenseless animal should endure this kind of suffering without accountability and lasting legislative reform.

Sincerely,
