Expand Lifesaving Program to Neuter and Vaccinate Stray Cats and Dogs

Target: Gov. Hermilando I. Mandanas, Governor of Batangas Province, Philippines

Goal: Make Trap-Neuter-Vaccinate-Return a funded, province-wide program in tourism zones after 250 cats and dogs were treated.

A two-day free spay, neuter, and vaccination drive at Club Laiya just helped 250 cats and dogs from Barangay Laiya Aplaya and nearby communities. Resorts have reported more roaming animals. Visitors worry about safety. Public health officials worry about rabies. This TNVR effort showed a clear path that protects animals and people.

Local partners delivered practical results. Veterinary teams fixed and vaccinated animals. Trainers taught the flank method to provincial vets to speed female sterilizations. Companies supplied care and logistics. The model works in tourist corridors where roaming animals can multiply fast.

This success should not be a one-off. Batangas can reduce bite incidents, cut shelter crowding, and prevent suffering if TNVR becomes standard in tourism areas. Call for swift implementation of TNVR plan in other hot spots, paired with microchipping, public education, and rapid rabies vaccination.

We ask you to convert the recent Laiya spay-neuter-vaccination drive into a sustained, province-wide program for tourism areas. In two days, 250 animals received sterilization or shots. Residents welcomed relief. This is humane prevention that protects families and pets.

Please direct provincial funding to a standing Trap-Neuter-Vaccinate-Return program in key destinations and host communities. Equip LGUs to microchip, register, and vaccinate. Expand training for flank-spay technique. Establish fast-track rabies coverage and community reporting so problems are solved on the street, not only inside shelters.

A funded TNVR strategy will lower bite risk, reduce rabies, and stop cycles of abandonment. It saves taxpayer money over time. Most of all, it reflects Batangas values of compassion and shared responsibility. Laiya showed what is possible. Now make it policy.
