This cowardly and deliberate act of abusive terror towards a tiny dog because he was mad at a girlfriend needs to have consequences. What if she had a kid instead of a dog, what would he do then? Torture the child? Quite likely, so stop this psycho now and jail him, fine him heavily and ban him from any animal contact for life. Frankly, he’s got bad anger issues and is a danger to your whole city. Two choices, proper punishment or more innocents abused?
