Target: Datuk Dr. Mohd Noor Hisham bin Mohd Haron, Director General, Department of Veterinary Services Malaysia
Goal: Investigate the apparent poisoning deaths of 14 community dogs, identify who distributed the lethal toxins and prosecute anyone responsible under Malaysia’s animal welfare laws.
Fourteen community dogs have allegedly died in a disturbing series of poisonings around the Jalan Putra flats. Animal welfare advocates say the deaths occurred over several months, devastating a familiar population of free-roaming dogs. The case follows another poisoning crisis in Kajang, where approximately 50 dogs reportedly died within a month.
A potentially important lead has emerged. Local advocates and an ustaz reportedly identified and confronted a specific person of interest concerning the alleged placement of lethal toxins in public areas. That person’s involvement has not been established, and no arrest or criminal charge has been reported. Authorities must determine whether evidence supports the suspicions rather than allowing community accusations alone to decide responsibility.
Malaysia already has legal mechanisms for cases involving animal poisoning. The Department of Veterinary Services identifies the Animal Welfare Act 2015 as the country’s governing animal welfare legislation, while Section 31 specifically addresses administering poisonous or injurious substances to animals. Investigators should preserve toxicology evidence, interview witnesses and examine any material connecting a suspect to the deaths. If the evidence establishes responsibility, prosecution should follow.
PETITION LETTER:
Dear Director General Mohd Noor Hisham,
Fourteen community dogs have reportedly died in a sustained poisoning crisis around the Jalan Putra flats. This has left residents and animal caregivers grieving while fears remain that other animals could face the same fate.
Advocates confronted a specific person of interest regarding the alleged use of lethal toxins. No court has established that individual’s responsibility. A formal investigation should therefore determine whether the suspicion is supported by toxicology results, witness accounts, surveillance evidence or other admissible material.
Please ensure that this case receives a thorough investigation under the Animal Welfare Act 2015. Identify who allegedly poisoned these dogs and determine whether further poisoned bait remains in public areas. If sufficient evidence implicates the identified person of interest or anyone else, pursue appropriate enforcement and prosecution. Fourteen dead dogs should not become another unresolved statistic.
Sincerely,
[Your Name Here]
