More than 160 reports over the past seven years have documented cruelty against dogs, including incidents in which animals were run over, maimed, shot, and subjected to other severe abuse. The volume and brutality tracked by concerned citizens and activists paint a distressing picture of companion animals facing repeated danger and suffering.
A first-of-its-kind centralized helpline launched in 2018 was later surrendered, leaving calls to be routed piecemeal through individual police stations. In practice, this shift fragments rescue efforts, slows response times, and risks losing crucial evidence. Without a single, well-publicized number and trained dispatch, tips may languish on social media or bounce between generic emergency lines while injured animals wait.
A dedicated hotline, clear operating procedures, trained responders, and vigorous case follow-through are urgently needed. Establishing a staffed, 24/7 line; coordinating rapid rescue with animal-welfare partners; ensuring swift registration of reports; and publicly reporting outcomes would help deter would-be abusers and protect vulnerable animals. For these reasons, sign below to urge immediate reinstatement of a centralized hotline and firm pursuit of the toughest lawful penalties against those responsible for cruelty.

We respectfully urge your office to immediately reinstate and staff a 24/7, citywide animal-rescue and cruelty hotline; issue clear standard operating procedures for rapid response and report registration; assign a trained unit to coordinate seizures, veterinary care, and chain-of-custody; and pursue maximum penalties in every substantiated case. Publicly reporting case dispositions and partnering with established welfare groups for training and outreach will save animals’ lives and send an unequivocal message that cruelty will be met with decisive action.
