Behavior breeds behavior, the parents of the boy are probably animal abusers themselves.Therefore, the animal law must do the right thing by punishing them proper and good, not a slap on the wrists though and ban them from keeping pets or animals permanently to prevent more animals from being hurt and abused in future. The boy also need empathy and compassion counsellings.
