This is a clear case of the county police department being CORRUPT, because that is the only explanation for the ridiculously lenient action taken as well as actually LEAVING THAT POOR DOG WITH THE FRIEND OF THE THUG WHO TORTURED IT! That evil man must know someone in the local police department. The corruption must be discovered and severe action taken to fire the corrupt officers AND the LAW must be properly followed and that nasty thug who beat the dog must be prosecuted to the fullest extent. And this is why we cannot put the brakes on animal abuse, law enforcement and judges turning a blind eye to the abuse, no matter how horrific and no matter how much proof you have.
