Goal: Find the remaining suspects in an alleged online donation scam involving suffering dogs and pursue serious penalties against anyone convicted of cruelty, fraud, or related offenses.
Dozens of dogs were rescued from a Kampala compound that investigators allege was being operated as a sham animal shelter. Authorities suspect that suffering dogs were kept in deplorable conditions and used as props to solicit online donations from people who believed they were helping animals in need.
Owen Godfrey Membe was arrested and pleaded not guilty to a charge involving the unnecessarily cruel killing of an animal. His guilt has not been established. Two alleged accomplices believed to have managed digital financial accounts connected to the suspected donation scheme remain at large. Funds allegedly obtained from donors have not been recovered.
The rescue of the surviving dogs should not end the investigation. Police should pursue the remaining suspects and examine financial records, online communications, donation accounts, and other digital evidence. If prosecutors prove that animals were deliberately exploited or harmed to obtain money fraudulently, everyone convicted should face serious consequences.
