Demand Justice for Emaciated Puppies and Dead Dog Reportedly Found on Property

Target: Robert E. Wilters, District Attorney, 28th Judicial Circuit, Alabama

Goal: Pursue maximum appropriate penalties if prosecutors prove that dogs were criminally deprived of food and clean water, leaving some severely malnourished and one dead.

A dead dog was reportedly discovered inside a chain-link kennel during an animal welfare investigation. Fifteen other dogs were allegedly found on the property, most confined among two additional kennels. Several were apparently severely malnourished. Some young puppies were apparently so emaciated they could barely walk, and authorities say they found the animals without food or access to clean drinking water.

Deputies arrested Jessica Phillips and charged her with felony aggravated animal cruelty. Authorities allege that she was criminally responsible for the conditions in which the animals were found. The surviving dogs and a cat were removed from the property for veterinary evaluation and treatment.

The investigation remains ongoing, and additional charges may be considered. Veterinary findings could help establish the duration and severity of the animals’ deprivation. If prosecutors prove that Phillips criminally caused or permitted these conditions, they should seek penalties proportionate to the suffering and death established in court.
