Dog Allegedly Hoisted by Leash and Punched Repeatedly: Pursue Serious Penalties

Goal: Pursue serious penalties if prosecutors prove that a small dog was violently hoisted by the leash and repeatedly struck.

A small dog was removed from an apartment after police investigated disturbing surveillance footage. The video appeared to show 22-year-old Christopher M. Hughes Jr. forcefully jerking the dog upward by the leash until the animal was lifted completely off the ground.

Police also investigated a separate incident in which Hughes allegedly struck the same dog repeatedly around its back and spinal area, causing the animal to yelp in apparent pain. Officers executed a search warrant at Hughes’ residence, removed the dog, and transferred the animal to humane officials. Hughes has been charged with two counts of animal cruelty. He has not been convicted, and the allegations against him must be proven in court.

Video evidence may provide prosecutors with a direct record of the alleged conduct. If the recordings, veterinary findings, and other evidence prove criminal animal cruelty, prosecutors should seek penalties proportionate to the violence established in court.
