Dog Reportedly Found Starving, Fly-Infested and Wounded: Seek Severe Penalties

Goal: Seek severe penalties if evidence proves allegations that a man criminally neglected Seven until the dog became critically underweight, fly-infested and covered with open wounds.

Seven, a 10-year-old gray mixed-breed dog, was reportedly found in devastating physical condition. A veterinary examination determined that he was critically underweight and starving. Biting flies heavily infested his weakened body, while deep, open and weeping wounds covered areas of his ears and neck, according to reports.

Authorities allege that Seven suffered prolonged neglect while under the care of his owner, Cecilio Matthews and that his serious medical conditions went without adequate treatment. Seven was seized by authorities and transferred to a local animal shelter, where he is receiving intensive medical rehabilitation.

Matthews faces animal cruelty allegations under New York State Agriculture and Markets Law, along with additional counts under the Suffolk County Code. Veterinary findings can document the extent of Seven’s apparent suffering and help determine whether criminal neglect occurred. If the allegations are proven, prosecutors should seek penalties proportionate to the severity and apparent duration of the suffering established in court.
