Dog Tied in Scorching Sun Demands Justice

Target: Satender Kumar Gupta, Commissioner of Police, Faridabad, Haryana, India

Goal: Seek stronger enforcement after a dog was tied on a balcony in scorching heat.

A man was found guilty of tying his dog to a small balcony in scorching heat. The case began after a complaint from an animal welfare representative, following which the dog was rescued with police assistance. The matter continued for 15 months before the court imposed a fine of Rs 1,050.

The act placed a dependent animal in direct sun with no meaningful ability to escape the heat. Dogs can suffer dehydration, heat stress and serious medical harm when trapped in extreme temperatures. The low penalty has raised concern about whether such outcomes can adequately deter cruelty.

The law must communicate that animals are not objects to be left exposed until help arrives. A stronger enforcement approach is necessary in similar cases so that future animals do not suffer in silence while confined in heat.

PETITION LETTER:

Dear Commissioner Gupta,

A dog was tied on a small balcony during scorching heat and later rescued with police assistance. The accused party was found guilty after a lengthy hearing, but the penalty imposed was only Rs 1,050.

Such conduct can cause severe distress and medical danger to an animal that cannot leave, seek shade or access relief. While the court has already issued its order, this case should not be treated as insignificant. It should prompt stronger enforcement in future cruelty complaints involving heat exposure.

We respectfully urge your office to treat similar complaints with urgency, support robust prosecution where cruelty is alleged and ensure that animal welfare laws are enforced with meaningful seriousness. Animals trapped in heat deserve protection before suffering becomes irreversible.

Sincerely,
