Success: ICE to be Equipped with Body Cams

Goal: Back efforts to require body cams that can provide clearer answers about deadly law enforcement encounters.

New details have emerged in the 2025 case of another ICE-involved shooting death. In a familiar narrative, civilian Ruben Ray Martinez was shot and killed by an ICE agent. During the immediate aftermath of the fatality, officials claimed that Martinez had attempted to run over an officer with his vehicle. In a haunting parallel to more recent cases, video has emerged that seemingly contradicts the official account. Despite an early eyewitness account also disputing the Department of Homeland Security’s (DHS) claims, the case was largely forgotten…except by Martinez’ family. The newly surfaced video – which appears to show Martinez’ vehicle either still or with brake lights applied in the moments before the shooting – has brought renewed scrutiny. But recent developments could bring much-needed clarity as ICE continues its controversial campaigns.

The video in the aforementioned case was made possible by body cam footage, which many ICE agents had not been mandated to wear. This ForceChange petition outlined many of the reasons why mandated body cams for law enforcement have remained an ongoing call to action. At last, the DHS listened and announced that all ICE agents in Minneapolis would begin wearing the cameras. The agency also declared plans to expand mandatory body cams on federal agents nationwide. And with new leadership at DHS incoming following the firing of Secretary Kristi Noem – who has grabbed many notorious headlines, beginning with her admission that she had shot her pet dog and ending with strong outcry regarding her handling of other ICE-involved fatalities – a fresh page can hopefully be turned at this scandal-plagued agency.
