Stray Dogs Reportedly Denied Vaccines, Vet Care, and Sterilization: Demand Humane Care

Target: Siddaramaiah, Chief Minister of Karnataka, Bengaluru, Karnataka, India

Goal: Enforce humane, lawful Animal Birth Control and transparency by filling the Animal Welfare Board, funding ABC clinics statewide, and investigating alleged neglect and feeder harassment.

Hundreds gathered to protest alleged mismanagement of community dogs, following shifting court directives on humane handling of strays. Demonstrators highlighted what they described as years of apparent failure to consistently sterilize, vaccinate, and safely return dogs, as required by prevailing rules. They also cited alleged feeder harassment and a lack of transparent monitoring of Animal Birth Control (ABC) programs.

Organizers warned that 19 districts do not have any ABC centers, leaving dogs without timely sterilization, vaccination, or care. Participants described budget shortfalls, poor infrastructure, and weak oversight that have, as reported, contributed to avoidable suffering and escalating conflict. Absent coordinated implementation, street dogs are purportedly left to breed unchecked while caregivers face intimidation.

Immediate action is needed to protect animals and communities alike. The State can resolve bottlenecks by promptly appointing Karnataka Animal Welfare Board members, publishing district-wise ABC data, allocating sufficient funds, opening or upgrading ABC facilities where none exist, and ensuring due process protections for community feeders. Sign below to demand a transparent investigation into alleged neglect, clear timelines for statewide ABC coverage, and accountability measures for any officials or contractors found to have failed their duties.

PETITION LETTER:

Dear Chief Minister Siddaramaiah,

Protesters recently drew attention to the alleged breakdown of humane street-dog management, including feeder harassment, gaps in monitoring, and insufficient ABC capacity. They further stated that 19 districts lack any ABC clinics, undermining sterilization, vaccination, and safe return of community dogs.

We respectfully urge your office to institute immediate, transparent remedies: promptly constitute the Karnataka Animal Welfare Board; publish district-wise ABC performance and budgeting data; investigate alleged neglect and harassment; and ensure that every district has functioning, properly staffed ABC facilities. Where violations are substantiated, please pursue accountability and corrective actions, including contractor penalties and mandatory welfare training.

Finally, please reinforce lawful protections for community feeders and implement clear public-awareness measures so that humane coexistence can thrive. Timely, science-based ABC and fair oversight will reduce conflict, improve public health, and spare animals needless suffering.

Sincerely,
