Emaciated Dog Allegedly Left Barely Responsive in Waste: Pursue Full Prosecution

Goal: Fully prosecute allegations of animal cruelty connected to a severely emaciated and dehydrated dog, and pursue additional charges if evidence establishes broader neglect at the former rescue facility.

A pit bull terrier mix was reportedly found severely emaciated, dehydrated, and barely responsive, lying in her own waste inside a metal crate. Veterinary findings also documented alleged worms, fleas, ticks, malnutrition, and significant unmet medical and nutritional needs. The dog was removed for emergency treatment and has since entered rescue care.

Authorities arrested 69-year-old Angela Sera, owner and operator of Dogtown Ranch Sanctuary Rescue and Rehab, on one Class A misdemeanor charge of cruelty to non-livestock animals. Prosecutors allege that the dog’s condition supports criminal responsibility. Sera has not been convicted. She and the facility also agreed to surrender 82 animals and close the ranch.

Investigators should continue examining veterinary records, volunteer logs, adoption histories, donation statements, photographs, and care records involving every animal formerly housed at the property. If additional evidence establishes cruelty, neglect, fraud, or more serious offenses, prosecutors should pursue every appropriate charge.
