The incident has also intensified scrutiny of municipal dog-seizure practices. Animal advocates and lawyers allege that some local councils demand compound fees ranging from RM1,000 to RM2,000 before captured dogs can be reclaimed, sometimes under extremely short deadlines. Human rights lawyer Rajesh Nagarajan has argued that applicable written by-laws authorize a substantially lower administrative fee. Municipal authorities dispute claims that the higher compounds are unlawful.
Rocky’s reported death and the disputed fee practices warrant an independent, evidence-based review. Authorities should examine eyewitness accounts, available video footage, veterinary or postmortem findings, municipal operating procedures, and records of fees imposed on dog owners. If evidence establishes animal cruelty, unlawful conduct, or other offenses, prosecute those responsible and seek meaningful penalties.
