Stray Dogs Allegedly Sealed Inside Tied Sacks: Prosecute Those Responsible

Target: Dr. D. S. Swami, Superintendent of Police, Nashik, Maharashtra, India

Goal: Investigate demonstrators accused of confining stray dogs inside tightly tied plastic bags and gunny sacks, and prosecute anyone proven responsible for animal cruelty.

Video footage reportedly shows several stray dogs completely enclosed inside tightly tied plastic bags and gunny sacks during a political demonstration. The animals were allegedly transported into a civic office in this manner before being released near the chief officer’s desk. Footage seemingly shows the dogs emerging visibly disoriented and distressed.

The demonstration was reportedly organized to protest perceived government inaction over stray dog bites. Participants are accused of bundling living dogs into sacks and carrying them into the building as part of the protest. Animal welfare advocates argue that such treatment, if established, may violate Section 11 of India’s Prevention of Cruelty to Animals Act and other applicable laws.

No individual has yet been formally charged. Police should identify every participant visible in security footage and online recordings, determine who allegedly handled and confined the animals, and establish whether the dogs suffered injury or significant distress. If the evidence proves animal cruelty or related offenses, prosecute those responsible and seek meaningful penalties.

PETITION LETTER:

Dear SP Swami,

Video footage reportedly shows stray dogs completely enclosed inside tightly tied plastic bags and gunny sacks during a political protest before being released inside a civic office. The reported method of confinement raises serious animal welfare concerns, particularly because the animals appeared visibly disoriented after being released.

No individual has yet been formally charged or convicted. Please ensure investigators review security footage, publicly circulated videos, witness statements, and any available veterinary evidence to determine who allegedly handled and confined the dogs and whether criminal offenses occurred.

If the evidence establishes animal cruelty or other violations, identify and prosecute everyone responsible. Political protest does not excuse proven mistreatment of defenseless animals. Pursue this investigation thoroughly and seek meaningful penalties against anyone convicted.

Sincerely,
