Investigators linked the location to an illegal breeding operation associated with roadside puppy sales. The operators had fled before police arrived, and no suspect has been identified as responsible for the animals’ condition.

Authorities should examine property records, witness accounts, surveillance footage, communications, financial transactions, and information connected to roadside puppy sales. Identify those responsible for keeping the animals in these conditions and pursue severe penalties for animal cruelty, illegal breeding, and related offenses.
