Goal: Seek serious penalties if prosecutors prove that 41 dogs and cats were subjected to criminal neglect in profoundly unsanitary and unhealthy conditions.
Forty-one animals were removed from a residence after officers allegedly found them living in deeply unsanitary and unhealthy conditions. The September 2 search resulted in 31 dogs and 10 cats being removed from the property and placed in the care of responders. Authorities subsequently arrested two residents in connection with suspected animal cruelty and neglect.
Matthew Carver, 44, and Sarah Carver, 37, were arrested and face animal cruelty and neglect allegations. Prairie Paws assisted officers in safely removing and caring for the animals, while Lyon County Sheriff’s Office Animal Control also participated.
With 41 animals involved, the case warrants careful prosecution based on evidence collected from the residence and examinations of the rescued animals. If prosecutors establish that either defendant criminally neglected or mistreated these animals, they should seek penalties proportionate to the conduct proven in court and the number of animals affected.

Forty-one vulnerable animals depended on people for safe shelter and basic care.
