Collapsed Horse Allegedly Whipped and Abandoned: Demand Capture

Target: Mohamed Shawky Ayyad, Prosecutor General, Egyptian Public Prosecution, Cairo, Egypt (Cairo Governorate)

Goal: Apprehend and prosecute the cart driver who reportedly whipped an exhausted horse after it collapsed from heat and overloading, then abandoned the unresponsive animal.

Passersby say they witnessed an exhausted draft horse fall onto hot pavement after becoming overwhelmed by extreme heat and an excessive commercial load. Instead of allowing the animal to recover, its cart driver allegedly repeatedly struck the collapsed horse with a heavy leather whip in an apparent effort to force it upright. When the animal became completely unresponsive, the driver allegedly abandoned it and fled.

Fortunately, this alleged attack did not occur unseen. Multiple witnesses observed the incident, while bystanders captured mobile phone footage that seemingly shows the suspected driver’s face and the cart’s license plate. Veterinary rescuers arrived after the driver departed and administered emergency intravenous fluids before transporting the horse to an equine sanctuary for intensive rehabilitation.

Police have identified the suspect through witness accounts and video evidence, but he remains at large. Working horses depend entirely upon their handlers for humane loads, water, rest, and protection from extreme temperatures. If the evidence confirms that this horse was driven to collapse, beaten while helpless, and then deserted, identification alone is insufficient. Authorities must locate the suspect and pursue meaningful legal consequences.

PETITION LETTER:

Dear Prosecutor General Ayyad,

The treatment of a working horse beaten and abandoned by its owner presents an especially disturbing allegation of cruelty. Witnesses say they saw the animal collapse from apparent heat exhaustion and overloading before its driver allegedly continued striking it with a heavy whip.

Investigators possess unusually strong identification evidence, including eyewitness accounts, mobile phone recordings, and the commercial cart’s license plate. The suspect has been identified but has not yet been apprehended. These allegations remain subject to judicial determination.

Please ensure that authorities vigorously pursue the identified suspect and, if the evidence supports the allegations, prosecute the individual under all applicable Egyptian laws. A horse allegedly worked until collapse, whipped while unable to stand, and abandoned on scorching pavement deserves justice.

Sincerely,
