Dozens of Cats Allegedly Starved in Filthy Cages: Demand Prosecution

Target: Xia Bin, Head, Chongqing Liangjiang New Area Public Security Bureau, Chongqing, China

Goal: Ensure that the individual accused of confining more than 40 cats without adequate food, water, or veterinary care is prosecuted using every applicable legal provision available.

A rescue did not begin with barking or cries for help. It began with neighbors who noticed something was terribly wrong behind closed doors. When officers and rescue volunteers entered the property, they reportedly found more than 40 domestic cats packed into cramped wire cages. Investigators allege the animals had been left for days without a reliable supply of food or clean drinking water. Many apparently suffered from severe dehydration, pronounced muscle wasting, and advanced respiratory infections. The makeshift holding area was reportedly littered with accumulated waste and hazardous debris, while poor ventilation left the confined cats struggling in unhealthy air.

According to publicly reported information, authorities believe the premises allegedly operated as an illegal backyard pet trading outpost. The property’s operator apparently abandoned the site for several days while leaving the cats behind in deteriorating conditions. Although China currently lacks a comprehensive nationwide anti-cruelty law covering companion animals, police have detained the suspect under applicable public-order provisions while animal welfare organizations work to transfer the surviving cats to rehabilitation facilities. The investigation remains active, and no court has determined criminal liability.

If the evidence ultimately supports these allegations, the suffering of these cats cannot become another case that fades without meaningful accountability. Companion animals allegedly deprived of the essentials needed to survive deserve the full protection available under existing law, while policymakers should continue strengthening legal safeguards for future victims.

PETITION LETTER:

Dear Director Xia,

The reported discovery of more than 40 cats confined in overcrowded cages has deeply disturbed animal welfare advocates. Investigators allege the animals were left without adequate food, clean water, or proper veterinary care while suffering from dehydration, respiratory disease, and severe physical decline.

Although current legal options may be limited, every available statute should be fully considered as investigators continue gathering veterinary evidence, witness statements, and forensic documentation against the detained suspect. These allegations remain subject to judicial determination and deserve a complete and impartial investigation.

Please ensure that, if the evidence ultimately supports the allegations, every lawful measure is pursued against the individual allegedly responsible. Cases involving the prolonged suffering of defenseless animals should receive the strongest response permitted under existing law.

Sincerely,

[Your Name Here]
