Five-Week-Old Kitten Tied in Bag, Left to Die: Seek Accountability

Target: François-Noël Buffet, Minister attached to the Minister of the Interior, Paris, France

Goal: Pursue every lawful penalty against whoever is found responsible for tying a five-week-old kitten inside a trash bag, discarding her alive in a public bin, and leaving her to suffer until rescue came too late.

She weighed only 350 grams. At five weeks old, she should have been exploring the world, nursing, and growing stronger each day. Instead, she was treated as disposable waste.

The kitten was discovered alive inside a public trash bin after a resident heard or noticed something unusual near the container. Animal rescuers found that she had been tied inside a waste bag before being discarded. Veterinarians found that she was severely underweight—nearly half the healthy weight expected for her age—and suffering from an advanced respiratory infection together with a heavy parasitic infestation. Despite continuous emergency treatment, her condition deteriorated until multiple organs failed, leaving veterinarians with no humane option other than euthanasia to end her suffering.

French authorities continue searching for whoever may have abandoned the kitten, while the animal protection organization Les Given’chats has filed a formal legal complaint alleging cruelty and abandonment. No suspect has been identified, and no court has determined criminal liability.

This was not simply an act of abandonment. It represented a decision to leave an already vulnerable infant animal sealed inside a bag with virtually no chance of survival. Every abandoned animal deserves protection under the law, but cases involving such profound suffering require especially determined investigation. Once a suspect is identified, meaningful accountability would send a clear message that living creatures cannot be discarded like refuse without consequence.

PETITION LETTER:

Dear Minister Buffet,

Authorities continue investigating after rescuers found a five-week-old kitten abandoned inside a trash bag and left in a public waste bin. According to official accounts, investigators are appealing for information regarding anyone who may have discarded the kitten or abandoned an unwanted litter. Once a suspect is identified, these findings should be evaluated through a comprehensive investigation using witness statements, forensic evidence, and all available investigative resources.

Please ensure that this investigation remains a priority and that, once a suspect is identified, every appropriate legal penalty is pursued. Defenseless animals deserve meaningful protection, and deliberate acts of abandonment and cruelty should be met with full accountability.

Sincerely,

[Your Name Here]
