Donkey Collapses in Extreme Heat Without Water or Shade: Demand Justice

Target: Félix Bolaños García, Minister of the Presidency, Justice and Parliamentary Relations, Madrid, Spain

Goal: Pursue all lawful penalties against whoever is found responsible for depriving a donkey of water, shade, and necessary care during extreme heat, causing severe suffering and life-threatening distress.

Authorities launched an animal welfare investigation after members of the public reported a donkey in visible distress during a period of extreme heat. Officers and veterinary personnel responded to the scene after receiving concerns that the animal’s condition required urgent intervention.

The donkey was found collapsed in an exposed area without access to adequate shade or clean drinking water. Veterinary responders documented severe dehydration, exhaustion, and other medical complications consistent with prolonged exposure to excessive temperatures. The animal was removed from the property and transported for emergency veterinary treatment, where it received fluids and supportive care. Investigators are reviewing veterinary findings, witness statements, and ownership records to determine whether anyone failed to provide the care required under Spain’s animal welfare laws. No suspect has been identified, no court has determined criminal liability, no conviction has been entered, and no criminal penalties have been imposed.

Working animals depend entirely on responsible human care for food, water, and protection from environmental hazards. Once a suspect is identified, meaningful accountability should follow if the evidence establishes that this donkey was deprived of basic necessities during dangerous weather conditions. Strong enforcement of Spain’s animal protection laws is essential to deter similar conduct and safeguard vulnerable animals from preventable suffering.

PETITION LETTER:

Dear Minister Bolaños,

Reports surrounding this investigation have generated widespread concern among animal welfare advocates. Authorities intervened after receiving reports that a donkey had been left in extreme heat without adequate access to water or shade.

According to official accounts, investigators believe the animal suffered severe dehydration and heat-related distress before emergency veterinary treatment was provided. Once a suspect is identified, these findings should be evaluated through due process and careful review of all available evidence.
Please ensure that this investigation receives every available investigative and enforcement resource and that, once a suspect is identified, all appropriate penalties are pursued. If the evidence establishes that this donkey endured preventable suffering through unlawful neglect, meaningful accountability should follow under Spanish law.

Sincerely,
