Animals Reportedly Neglected to Death in Condemned Home Deserve Justice

Target: Colin Stolle, Commonwealth’s Attorney, Chesapeake, Virginia

Goal: Pursue all lawful penalties if the evidence supports allegations that companion animals were confined in dangerously unsanitary conditions, resulting in prolonged suffering and multiple animal deaths.

Authorities launched a criminal investigation after complaints concerning overwhelming biological odors prompted a welfare check at a residential property. According to official reports, Chesapeake Police executed a search warrant with assistance from animal control officers to investigate potential animal welfare violations.

According to investigators, officers discovered multiple cats and dogs living in filthy conditions without adequate sanitation. Authorities further reported recovering the remains of several deceased animals inside the residence while surviving animals were removed for emergency veterinary care. Emergency responders also apparently located an adult and a child inside the home, and the child was transported to a hospital for evaluation. A city inspector is reported to have condemned the residence because of hazardous conditions, while animal control officers transferred the surviving animals to shelters. Prosecutors are reviewing evidence for possible felony animal cruelty and child neglect charges. No arrests have been made, no court has determined criminal liability, and no criminal penalties have been imposed.

If the evidence establishes that companion animals were confined in conditions that caused prolonged suffering or death, meaningful accountability is appropriate. Animal welfare laws exist to protect vulnerable animals from severe neglect, and vigorous enforcement is essential to deter abusive conduct and safeguard both animals and the public.

PETITION LETTER:

Dear Commonwealth’s Attorney Stolle,

Reports surrounding this investigation have generated widespread concern among animal welfare advocates. Authorities reportedly removed numerous surviving animals from a residence after executing a search warrant and discovered the remains of several deceased animals inside the home.

According to official accounts, investigators say that the animals may have endured prolonged confinement in hazardous and unsanitary conditions before authorities intervened. Those allegations remain subject to judicial determination and should be evaluated through due process and careful review of all available evidence.

Please ensure that this investigation receives every available prosecutorial resource and that, if the evidence ultimately supports the allegations, all appropriate penalties are pursued. If investigators establish that these animals endured preventable suffering through severe neglect, meaningful accountability should follow under Virginia law.

Sincerely,
