Justice for 24 Dogs Allegedly Left in Toxic Enclosures

Target: Marcelo Araya Zapata, Director General, Policía de Investigaciones de Chile, Santiago, Chile

Goal: Pursue all lawful penalties if evidence supports allegations that dozens of dogs were confined in unsafe conditions and abandoned without adequate care.

Authorities initiated an animal welfare intervention after residents raised concerns regarding conditions at a residential property. Investigators obtained legal authorization to enter the premises and reportedly discovered multiple dogs confined in conditions authorities considered unsafe and unsuitable for animal care.

According to investigative reports, officers discovered twenty-four domestic dogs inside enclosed areas that lacked ventilation and contained extensive accumulations of waste. Veterinary personnel further reported that the animals showed signs consistent with dehydration, parasitic illness and severe physical decline. Neighbors alleged that the tenant may have left the property while the animals remained confined. Authorities later opened a criminal investigation alleging animal abandonment and aggravated cruelty. No arrest has been reported and no court has reached findings of liability.

If evidence ultimately establishes that dependent animals were left confined without adequate food, water or medical attention, meaningful accountability would be appropriate. Companion animals depend entirely on human care and animal welfare protections exist to prevent avoidable suffering. Thorough investigation and appropriate enforcement remain essential.

PETITION LETTER:

Dear Director Araya,

Authorities entered a residential property after receiving complaints and later discovered multiple dogs in conditions investigators considered serious enough to warrant criminal inquiry. Veterinary findings reportedly documented substantial health concerns among the animals and investigators alleged that prolonged confinement and inadequate care may have contributed to their condition.

Please ensure that this matter receives a full and careful investigation and that, if the evidence ultimately supports the allegations, all available legal remedies are pursued. If investigators determine that these animals endured preventable suffering or abandonment, appropriate accountability should follow under applicable law.

Sincerely,
