According to authorities, the incident came to light on March 3 when the sheriff’s office received a report from Animal Protection Services regarding a possible dog abuse case. Highway workers found the bodies near Norfolk Avenue and Kings Road, raising immediate concerns about the circumstances surrounding the deaths.

Officials have described the discovery as “horrifying” and “gruesome,” with investigators indicating that the case has had a significant impact on those involved in the inquiry. According to statements made during a press conference, the dogs were placed in black plastic bags and left along the roadside. Authorities indicated that the animals appeared to be younger and of a size suggesting they should otherwise have been healthy.

Investigators have observed injuries on the animals that may be consistent with dogfighting, including multiple bite marks.
