Demand Justice for Prison Cats Reportedly Abused at Detention Facility

Target: Hon. Aileen Marie S. Gutierrez, City Prosecutor of Muntinlupa, Muntinlupa City, Philippines

Goal: Investigate alleged abuse and neglect of cats at a prison facility and ensure accountability and protection for all remaining animals.

An animal welfare group has reported a troubling situation involving cats rescued from a national prison facility amid allegations of abuse and neglect. According to rescuers, seven cats were removed for urgent care after they were found with injuries and poor health conditions. Four of the rescued animals are adults and three are kittens, several of whom apparently required immediate veterinary attention.

As reported, the rescue followed requests from animal responders after concerns were raised about the treatment and safety of cats living within the facility. Welfare groups stated that five of the rescued cats were in very poor condition and needed medical intervention, while others required neutering and vaccination. It was further shared that these cats were among a larger group believed to be at risk, with many animals still inside the facility awaiting assistance.

When animals are allegedly harmed or neglected in institutional settings, prompt investigation and decisive action are essential. This petition calls for a full inquiry into the conditions, immediate protection for all remaining animals, and accountability if violations of animal welfare laws are found.

PETITION LETTER:

Dear Prosecutor Gutierrez,

We are writing to express serious concern regarding reports that cats inside a detention facility were subjected to neglect and abuse, resulting in injuries and severe health issues. Only a portion of the animals have been rescued so far, while others remain in potentially unsafe conditions.

The reported findings of injured and ill cats raise urgent questions about oversight, care standards, and responsibility within the facility. Animals confined to such environments are entirely dependent on humans for their wellbeing and protection.

We respectfully urge your office to initiate a thorough investigation into these allegations, ensure the immediate safety of all remaining animals, and pursue appropriate action if animal welfare laws were violated. Strong intervention is necessary to protect vulnerable animals and prevent further suffering.

Sincerely,
