Rams Reportedly Forced to Fight Despite Police Warnings: Demand Accountability

Target: Sri Amarnath Reddy, IPS, Superintendent of Police, Bagalkote, Karnataka

Goal: Seek vigorous investigation and prosecution after a ram fight reportedly occurred despite police warnings and notices, and ensure strict enforcement of laws that ban animal fights and sacrificial killings.

Organizers of a temple-linked event reportedly planned a ram fight and an animal sacrifice as part of an annual ritual. Following a complaint, police issued preventive notices, posted warnings, and met with stakeholders, stopping the sacrifice. Yet the ram fight allegedly went ahead. An FIR has since been registered citing provisions under the Bharatiya Nyaya Sanhita (BNS), 2023, and the Prevention of Cruelty to Animals (PCA) Act, 1960. These allegations describe animals being incited to fight, which can cause terror, severe injury, and death.

Such spectacles are explicitly proscribed by law. PETA India’s complaint cited Section 11(1)(n) of the PCA Act that prohibits organizing or managing animal fights and Section 11(1)(m)(ii) that forbids inciting animals to fight. The FIR was registered under BNS Section 291 and PCA provisions after the fight allegedly occurred despite prior warnings. If accurate, these accounts reveal a troubling disregard for animal-protection statutes and for police directives intended to prevent suffering.

Animal fighting erodes public safety and normalizes violence toward sentient beings. Robust enforcement and meaningful penalties are necessary deterrents. Authorities should identify every organizer and participant, file all eligible charges, and seek court-ordered bans on keeping or using animals for fights. The demand is simple and urgent: enforce the law, pursue maximum lawful penalties, and adopt preventive measures so no animal is forced into ritualized combat.

PETITION LETTER:

Superintendent Reddy,

Reports state that a planned ram fight and animal sacrifice connected to a local ritual drew police intervention after a complaint. Notices were issued and public warnings posted. The sacrifice was halted, however the ram fight allegedly proceeded. An FIR was registered under BNS Section 291 and PCA Act Section 11(1)(n), among others, after animals were allegedly incited to fight despite prior preventive steps.

These allegations describe needless suffering and a public breach of animal-protection law. They also suggest that clear police directives were ignored. We respectfully urge your office to ensure a thorough investigation that identifies all responsible parties, including organizers and facilitators, and to forward comprehensive charge-sheets to prosecutors seeking maximum lawful penalties. We further urge the pursuit of court-ordered prohibitions on possessing or using animals for fights, along with routine monitoring of future events where violations are likely.

Swift, visible enforcement will deter future offenses and affirm that cruelty has no place in public life. Please act decisively to uphold the PCA Act and relevant BNS provisions in this matter.

Sincerely,
