Dogs Dumped at Shelter, One Killed by Coyotes: Demand Justice

Target: Paul J. Narducci, State’s Attorney for the Judicial District of New London, Connecticut

Goal: Seek the maximum lawful penalties, lifetime animal-ownership ban, restitution, and court-ordered evaluation for those who neglected and abandoned two dogs outside a shelter, leading to one death and one amputation.

Surveillance details show two “severely neglected” dogs tossed from a vehicle outside a municipal animal control facility at night. Left alone, the terrified pair were then set upon by coyotes. One dog, later called Eeyore, was bitten and grievously injured. The other, Piglet, fled into the road and was struck by a car. Both animals were so matted that sex could not even be determined at intake. A vet later removed nearly five pounds of filthy hair and documented infected harness wounds. Piglet’s X-rays showed a fresh leg fracture and older, untreated breaks requiring amputation.

Despite emergency care, Eeyore died in quarantine from his injuries. Officials and rescuers describe long-term neglect indicators, including embedded harness wounds and extreme matting, consistent with sustained suffering. Advocacy group Desmond’s Army has offered a $5,000 reward to help identify the perpetrators. Abandonment that exposed helpless animals to predators and traffic magnifies the cruelty and the public-safety risk.

Meaningful accountability is essential. Vigorous prosecution deters copycats, affirms community standards, and helps cover the costs borne by first responders and veterinarians. Sign below and demand the office of the State’s Attorney, upon identification of suspects, pursue the strongest charges supportable by the evidence, press for a lifetime ban on owning or keeping animals, seek restitution for medical and shelter expenses, and request court-ordered counseling and monitoring. Justice for Eeyore and protection for Piglet require decisive action.

PETITION LETTER:

Dear State’s Attorney Narducci,

We respectfully urge your office to seek the maximum lawful penalties in the case involving two dogs who were abandoned at New London Animal Control and then attacked by coyotes, with one dog later dying and the other requiring amputation. Officials’ accounts and veterinary findings document extreme matting, embedded, infected harness wounds, and multiple fractures consistent with prolonged neglect, followed by a deliberate dumping that exposed the animals to predators and vehicles.

If the investigation identifies responsible parties, we ask that you pursue all appropriate charges supported by the evidence, seek a lifetime prohibition on animal ownership or custody, require restitution for veterinary and shelter costs, and request court-ordered psychological evaluation and counseling. These measures would protect animals, promote public safety, and signal that organized or repeat neglect and abandonment will face serious consequences.

Thank you for prioritizing a thorough, victim-centered prosecution that honors Eeyore’s memory and safeguards Piglet’s recovery while deterring future cruelty.

Sincerely,
