Where evidence identifies additional participants, enforcement should follow for every person involved in digging, baiting, transporting, or filming these crimes.
Short jail terms seldom deter organized wildlife cruelty. Robust prosecution strategy can. That means vigilant enforcement of the lifetime ban, swift action on any breach, ancillary orders that keep offenders away from dogs and setts, and active pursuit of accomplices. Prosecutors should also seek costs, device forfeiture, and behavior orders that block future harm. Justice for badgers and for Shirley requires lasting, visible consequences.

Wales has an opportunity to not look like a third world country and they should take it. Prosecute and punish to the full extant legally possible to send a clear messaage to the perps and to all the wannabes out there. This has to stop and enforcement of your laws will help.
