Puppies Stoned, Tied Up, and Hurled: Demand Swift Charges

Goal: Seek prompt identification, prosecution, and maximum penalties—including long-term animal-ownership bans—for the individuals who stoned and hurled puppies, and ensure survivor care and community education.

In widely shared videos, young boys were seen laughing while hurling rocks at a litter of puppies near a stairwell. In a separate clip, an individual tied up a newborn puppy, swung the tiny animal, and threw it toward the group. These scenes depict deliberate torment of defenseless animals and have sparked community outrage.

Local animal-welfare advocates and residents have urged authorities to act, and the Department of Veterinary Services (DVS) has stated it is investigating. The conduct depicted could cause catastrophic injuries—fractures, internal bleeding, and death—especially for newborn pups. These acts also occurred in a residential setting, raising urgent questions about the supervision of minors and the safety of other animals in the area.

To protect animals and deter future cruelty, the investigation should move swiftly, and—if evidence supports it—charges should be filed under the Animal Welfare Enactment 2015. Sign below to demand appropriate sentencing, fines or custodial penalties as permitted by law, court-ordered prohibitions on animal ownership, and mandatory counseling and education tailored for any youths involved. Authorities should also publicize a tip line and provide transparent updates so community members can assist.

We are gravely concerned by reports and circulating videos that show boys stoning a litter of puppies and a separate incident in which a newborn puppy was tied, swung, and thrown. The scenes described are deeply disturbing and suggest intentional infliction of suffering on extremely vulnerable animals.

We respectfully urge the Department of Veterinary Services to continue a thorough investigation, identify everyone involved, and—if evidence confirms these acts—pursue all applicable charges under the Animal Welfare Enactment 2015. We ask that your office seek meaningful penalties, including long-term or lifetime bans on animal ownership for those found responsible, along with court-ordered counseling or education, especially if minors are implicated.

Finally, please ensure the surviving animals receive immediate veterinary care and safe placement, publicize clear channels for tips, and provide periodic updates so the community can support enforcement efforts. Taking strong, visible action will help protect animals, educate the public, and deter similar incidents.

    Without laws to protect these animals now, these boys will turn into men doing the same violence except on their girlfriend, wife & children.

    • Toby – Even if these boys turn into men who do not do the same thing to their girlfriend, wife, or children, these boys committed the crime of attempted murder and they should be tried as such. The Animal Kingdom has just as much a right as we do to live their lives in peace on this planet, free from torture and murder at the hands of humans…

    Why don’t you be more clear if the puppies are still alive and if they’re going to make it, tell these ghastly the stories without the outcome? It’s horrifying reading them be nice to know at least they’ve never died

      Afinal o que é que aconteceu com os animais? Foram resgatados? Sobreviveram? Estão em segurança? Isso e que importa saber!
      Em relação aos miúdos, é a educação que recebem em casa, são os maus exemplos que os adultos dão e a falta de educação e sensibilização para o respeito pelos animais.

    Ich bin absolut deiner Meinung und ich finde es auch nicht richtig das nicht mitgeteilt wurde ob diese armen Welpen noch leben und diese 2 Hurrensöhne die das getan haben sind abgrundtief Verwahrlost wahrscheinlich ihre Eltern auch das fängt nämlich in der Erziehung an die 2 Monster gehören ins Gefängnis und dort geraten sie hoffentlich an tierfreunde .
