This person deserves to be placed in prison for multiple years. How horrific ! I cannot fathom anyone gathering their thoughts and coming up with such a heinous solution. There are more humane alternatives other than his final ending. Put the dog in another room to calm down, Take the dog outside or for a walk, or ask a neighbor to take the dog for a bit of time. Better yet, take the dog to a shelter and surrender it especially that his patience were thinning. It would have been a far better solution than what the outcome was.
