I expect better by the Brits. Take this puppy away from this creep. Have the perp. pay all medical and rehoming costs. Place a ban against him stopping him from owning, working with , or even being around animals for the rest of his life. He is a threat to animals, children, the elderly or any one who can not stand up and defend themselves against this monster. He isn’t fit to live in society. Our society is built on laws so help us live in peace with one another. He can’t hold up his responsibility. Society doesn’t want him as he is a burden due to his own lack of compassion and inability to love.
